  • Introduced to improve research excellence and to support creative research activities by ensuring the management autonomy and research flexibility of GRIs
    • Established ACT ON THE ESTABLISHMENT, OPERATION AND FOSTERING OF GOVERNMENT-FUNDED SCIENCE AND TECHNOLOGY RESEARCH INSTITUTES and unified 42 supervisory authorities into Prime Minister's Office
    • Established five research councils as middle management agencies (Korea Council of Economic & Social Research Institutes, Korea Council of Humanities & Social Research Institute, Korea Research Council of Fundamental Science and Technology, Korea Research Council of Public Science & Technology, and Korea Research Council for Industrial Science & Technology)
  • In 2004, taking into account the transitions, transferred the three science and technology research councils from Prime Minister's Office to Ministry of Science and Technology
    • In 2005, consolidated Korea Council of Economic & Social Research Institutes and Korea Council of Humanities & Social Research Institute into Natioanal Research Council for Economics, Humanities and Social Sciences
    • In 2008, after the disolution of Korea Research Council of Public Science & Technology, transferred Korea Research Council of Fundamental Science and Technology to Ministry of Education, Science and Technology and Korea Research Council for Industrial Science & Technology to Ministry of Knolwedge Economy
  • As the Park Geun-hye administration inaugurated in 2013, Korea Research Council of Fundamental Science and Technology and Korea Research Council for Industrial Science and Technology were transferred to under the umbrella of Ministry of Science, ICT and Future Planning
    • In June 2014, after the consolidation of the two research councils, NST has been established.
    • The research council system has been reorganized into Natioanal Research Council for Economics, Humanities
      and Social Sciences (NRCS, 26 GRIs) under Prime Minister's Office and National Research Council of Science &Technology (NST, 25 GRIs)
      under Ministry of Science, ICT and Future Planning

Restructuring from 'management focused' to 'support focused'
Ensuring the effective support system by integrating and reducing
the overlapping functions and missions of the two research councils
Building the support type organizational structure by newly establishing the policy support
department for the improvement of expertise in policy and research planning and
the convergence research department for the convergence and complex research support for GRIs
Construction of the foundation for communication and cooperation among 25 GRIs
Concentrating the research capabilities of GRIs, and composing the open collaborative ecosystem
for finding coopeartion areas and performing strategic convergence and complex researches
Ensuring a single window of the scientific and technological world to solve such common problems of GRIs
Building the foundation for innovation in science and technology
Building the foundation for commercializing the achievements of GRIs, providing IT management
strategy support, and establishing the systems to utilize and diffuse the achievements
Promoting 'R&D forward base for supporting SMEs' through technological innovation support
