Implementation system

  1. Devising future key issue strategy
    • Collecting and analyzing domestic and overseas science and technology information
    • Identifying key issues and seeking out mid- to long-term development strategies
  2. Adjusting roles and building a foundation for cooperation
    • Re-establishing the roles of GRIs and assigning tasks
    • Vitalizing a network for cooperation between GRIs
  3. Developing policy to support strategic institution management
    • Establishing a support system encompassing the entire R&D cycle for GRIs
    • Improving institutions, assisting improvements in GRIs, etc.
  4. Establishing a platform for responding to current issues
    • Establishing a network of experts in the science and technology field
    • Suggesting policies and strategies to the government, etc.

01. Strengthening the functions of GRIs as think tanks for research policies and strategies

Purpose

To devise strategies for all GRIs to put together their innovation competencies, suggest solutions to national/social issues, and lead national science and technology competitiveness

Details
  • Operate an R&D strategy committee that advises and supports the development of strategies for GRIs to perform their national responsibilities, such as setting shared goals, assigning roles, and building a cooperative system
  • Propose R&D policies and strategies for GRIs in order to respond to the current and future national/social issues

02. Developing challenging mid- to long-term R&D innovation policies for GRIs

Purpose

To create an innovative ecosystem for GRIs and foster a research environment/culture for them to lead R&D in the public sector

Details
  • Improve and disseminate the PRIDE system* to promote challenging and creative R&D

    warning A go/no-go research system focusing on the process, rather than the outcome (success/failure), pursuing systematic research activities based on the project management process

  • Devise plans on making GRIs’ research programs longer and bigger in order to foster a stable, mission-oriented research environment in the mid and long run

03. Contributing to regional development by supporting and fostering regional branches of GRIs

Purpose

To contribute to local innovation by supporting GRIs' regional branches and enhancing their operational efficiency

  • Aid the installation and operation of GRIs' regional branches in accordance with relevant standards andprocedures*

    warning Regional branches are founded in accordance with the “NST Regulation on the Installation and Operation of Member Research Institutes”

  • Aid the operation of and cooperation among GRIs' regional branches*

    warning Providing support for the operation of regional consultative groups and project planning utilizing regional branches (e.g. 1. Support for local companies, 2. Resolving community issues, 3. Fostering local talents, etc.)
