Purpose
To assist NST member GRIs in yielding outstanding outcomes by instilling constant innovation in their research and management systems

Reorganize the evaluation scheme to build GRIs’ mid- to long-term research competencies so that they can develop as global research institutes

New management evaluation scheme (since 2019)
- Management evaluation was divided into research evaluation and institution management evaluation. The research evaluation intervals increased from 3 years to 6 years
warning Gradually applied to institutes appointed with a new head since the second half of 2018

Mission-oriented evaluation (2014–2018)
- Devised a research performance plan upon the inauguration of a new leader of organization, taking its mid- to long-term vision and duties into consideration, and evaluated his/her achievement and excellence in the middle and at the end of his/her tenure

Common evaluation (until 2014)
- All GRIs were evaluated for their management performance (every year) and research activities (every three years) in the same period (January through April every year)

Institution operation evaluation
- Inauguration of new head: Institution operational planning
- 6 months after inauguration: Interim consulting (done autonomously)
- 6 months prior to the end of his/her tenure : Institution operation evaluation (Self-evaluation → Meta-evaluation)

Research project evaluation
- 0 year: Research project planning
- 0.5 year: Interim consulting (done autonomously)
- 5.5 year: Research project evaluation (Self-evaluation → Meta-evaluation)
- 6 year
Research project evaluation and institution operation evaluation were separated form each other to promote GRIs' mid- to long-term research activities.

Utilization of evaluation results
Evaluation results are reflected in the compensation for the heads and employees of institutions, budgets, functional adjustment, and others for carrying out follow-up measures for management improvement, etc.
